Establishment of the Alliance Legal Committee
On September 27, 2023, the Legal Committee of the Guangdong Hong Kong Macao Greater Bay Area Entrepreneur Alliance was grandly established in Hong Kong. Chief Executive Li Jiachao awarded a letter of appointment to the Chairman of the Committee, Tsai Kwan Ying chin.
The members of the Alliance Law Committee can be described as a gathering of stars: former Hong Kong Chief Executive Leung Chun ying's wife, Leung Tong Ching yi, is the honorary chairman. The members of the advisory group include Lawyer Tan Huizhu, Deputy Director of the Basic Law Committee of the National People's Congress, Lawyer Leung Aishi, former Secretary of the Hong Kong Special Administrative Region's Department of Justice, as well as Lawyer Liao Changjiang, Lawyer Chen Qingxia, Lawyer Chen Manqi, Lawyer Chen Xiaofeng, former President of the Hong Kong Law Society, Peng Yunxi, and many other well-known figures in the Hong Kong and Macau legal industry, as well as former President of the Hong Kong Women's Law Society Ms. Cai Guanyingqin, the legal advisor of Xinhua Group, serves as the chairman of the legal committee.
The Secretary for Justice of Hong Kong, Lin Dingguo, delivered a video speech warmly congratulating the establishment of the Legal Committee of the Guangdong Hong Kong Macao Greater Bay Area Entrepreneurs Alliance. He pointed out that the high-quality development of the Greater Bay Area cannot be achieved without a fair and transparent rule of law business environment. We need to leverage Hong Kong's advantages in rule of law, strengthen the exchange of legal professionals within the Bay Area, promote the connection of different rules and mechanisms, and assist the mainland in better resolving cross-border disputes and aligning with international standards.
He hopes that after the establishment of the Legal Committee, it can strengthen close cooperation with the Department of Justice, provide advice and suggestions, and jointly improve the rule of law construction in the Greater Bay Area.
After taking office, Ms. Cai Guanyingqin pointed out to the media that the integrated development of the Greater Bay Area not only requires "hard connectivity" in terms of capital, industry, logistics, information, etc., but also requires "soft connectivity" in terms of rule system integration. The integration of legal systems is the most important cornerstone of the integrated development of various soft and hard elements in the Greater Bay Area. The Legal Committee is determined to accelerate research on how the Greater Bay Area can expand cooperation mechanisms and coordination models within the current constitutional and legal framework, with the support of relevant central departments and the three local governments, and together with Chinese and foreign legal professionals, to overcome barriers between different legal systems and strive to create a more favorable legal environment for promoting traffic integration. As a brand new platform, the Legal Committee will assist legal professionals in the three regions to make good use of the advantages of "one country, two systems", allowing more and more practicing lawyers in the Greater Bay Area to provide diverse legal services for enterprises and personnel from different legal systems and countries.
